slightly different error, but still regulatory.db is not loaded.
This seems a bit strange; kernel 5.4 is the focal fossa kernel, and in
focal fossa the 'wireless-regdb' package is dated '2018':
https://packages.ubuntu.com/search?suite=focal&searchon=names&keywords=wireless-regdb
while debian backport is 2019.
Package have to be recompiled against the kernel to have key match?
