Attached is a patch fixing some mtime inconsistencies we have seen along

found" message in the get-attr state machine were being tripped on every
call, and with some help and insight from Phil about 64bit mtime
versioning made the attached change. The gossip message change shows
which file handle is being modified and what mask setattr is using.
