I think of Swiki as designed to do use full URLs and not relative ones. 
The most elegant way to implement your thing is to create a 
touploads.book action (book settings at: 'uploadServerPath') and then use
<img src="<?touploads?>/comancheLogo.gif"> in the template.

I don't see the use of redirecting; although it is an option.
