[pws] sandboxes on the *server*

I've been working on this sandbox thing with the goal of letting clients
display Squeak morphs safely.  But Andreas just pointed out another neat
possibility it should open up: letting people run code on the server!

In particular, one will be able to make an ActiveSwiki where people can't
crash the server....
