You are correct. Templates are not integrated into the end-user 
interface. However, it should not be hard to integrate them. For various 
types of usage, I can see how that could be useful. However, I don't 
see it as something that will ever be in the standard package. Sometimes, 
simplicity is just better than more features.

To get you started on the road to creating such a package, here are files 
that you would probably use.
/refs/templates/newlink.page
  The template used to create the link that creates a new page.
/refs/addresses/new.page
  The address that creates a new page and decides its template.

BTW: I'll investigate the update server. The main problem that Swiki 
faces that Squeak does not have is that much of Swiki is in files.
