By the way, I just tested, and konqueror and Netscape 4.7 will go to a download page already if you don't have the plugin. That leaves IE, but apparently new IE's don't have EMBED anyway and are thus broken pretty fundamentally!
It's very tempting to simply say "downgrade to IE xyz -- newer versions are crippled" or "download Linux *here* and Netscape *here*, both of which are free." :) More seriously (let's shield people from Microsoft's machinations if we can!), it might be reasonable to put an EMBED tag inside an OBJECT tag. Current browsers will see the OBJECT and ignore the EMBED. Older browsers will see the EMBED. Very old browsers will ignore both of them. -Lex
