following up on my own question: I copied the swikis back to the comswiki 1.2 swiki directory, started comswiki 1.2 instead of 1.3, and everything works fine, no uploading problems anymore. So with exactly the same swikis, including the same settings, uploading works fine in comswiki 1.2 on WIN2000 (with all recent VM's), while refusing to do any uploading in comswiki 1.3. My conclusion is that a change in comswiki 1.3 is responsible for the problem. Maybe the problem with the admin page reported by Mark Johnson is related to it?
