Indeed. This problem has been around for a while. You need both the image and the changes file in order to use the swiki browser. Use the sources download: http://minnow.cc.gatech.edu/swiki/39
Get a clean 3.7 image/changes and use the sources and you should be fine. Peace and Luck!
