PyICQt does have the settings in the latest version of svn although
the actual operation I haven't tested.

PyMSNt doesn't support this stuff atm by the looks of it.

PyICQ will have that functionality by the next release.  (which if I  
have any free time over the next couple of days, will be soon)  I'm  
fighting with ICQ avatars at the moment.  They are . . . lame.  =)
