Basically you can read 'testing' as 'the next release of Debian'.[0]

When Debian releases, The 'stable' becomes 'oldstable' and 'testing' 
becomes 'stable'. Presently stable = Sarge (Debian 3.1). Etch (Debian 
3.2) will hopefully be released around December 2006.

Take that with a grain of salt as it's Debian we're talking about, but I 
believe the target is much more reachable than those set for Sarge. :)
