There is not such functionality built into the transports themselves. Typically I see administrators send broadcast messages through their XMPP server's mechanism to all users saying "PyAIMt is going down for an upgrade in 5 minutes." (I know wildfire has such a broadcast beast, pretty sure the others do too) But there's definitely not anything built into the transports to limit it to only transport users. (unless James added something to PyMSNt recently)
