I have just tested with my two ICQ acounts and it seems to work. I have logged out of ICQ on PyICQt 0.8a, then logged into the other ICQ account with Pidgin and sent me some messages, also with non-ASCII characters. After a while, I logged back in PyICQt and immediately received all 3 offline messages with correct encoding.
