Ok, so Windows 7 "N" does not have the Media Foundation files per default.
One has to install the Media Foundation update. However, the problem is not
solved, but I know now that the MF*.dll files are delayed load, so those are
probably not the problem.
I'm still getting this joyful message when importing pycuda:
"import pycuda.driver as drv
File "C:\Python27\lib\site-packages\pycuda\driver.py", line 2, in <module>
from pycuda._driver import *
ImportError: DLL load failed: The specified module could not be found."
