Well, 1st step would be getting the pydev sources: http://pydev.sourceforge.net/developers.html And the starting step would be the preferences page... an example of a preferences page with a list is the org.python.pydev.editor.correctionassist.docstrings.DocstringsPrefPage class (search for it in the plugin.xml to see how to add it to the preferences).
