I experienced the same problem, and tried to revert to earlier versions of 
pylint.
It looks like the problem is actually not so much the version of pylint being
used than the version of logilab-common. ver0.36.0 will throw the error
on --include-ids=y, ver0.35.0 does not.

In any case, it might be worth adding some kind of test under the hood, to use
one behavior or the other depending on the user's configuration.
