Actually what I'm referring to is running it (the whole application and server) on the locally provided Dev-appserver (on the local machine) that Google provides as a local testing environment. So it is all local, Don't know about any options similar to what you mention. How (exactly where and how and what) would I set the options you mention for tracing?
