Thanks for this excellent suggestion. I've followed you advice, uninstalling TI 
Connect, PyDev Plugin, then Aptana. I reinstalled Aptana, PyDev plugin, and 
C/C++ development tools. I haven't bother reinstalling TI Connect.

I'll let you know if the popup returns.
