The 'unable to create the selected preference page' is due to downloading a source package of pydev, and not the compiled package. The 'download now' button at http://sourceforge.net/projects/pydev/files/ downloads the source package. Scroll down a bit and you'll see two links - one is the source package and the other is the binary package. Get the latter.
