You're right, depending on the place you request the completions, the templates won't appear. Please create a bug-report for that. In the meanwhile, for your case it might be worth creating a scripting action to do what you want (it's easy to bind something to ctrl+2+something -- see: http://pydev.org/manual_articles_scripting.html.
