The link to Python Packaging User Guide is
https://python-packaging-user-guide.readthedocs.io/en/latest/ but it 404's,
does not exist.

The correct link address took a little bit of digging. It is:
https://packaging.python.org/

Also I suggest putting "*This guide is no longer being maintained" *as the
first line on the page.
