In Fullscreen mode:
Short answer: no
long answer:
the only thing you could do in fullscreen mode is to handle an event
(like keypress) such way that pygame.QUIT is put on the event queue. I
dont know any other way to make it happen in fullscreen mode.

Of course. What if my app is run in fullscreen mode? Can the user do
something to make pygame.QUIT happen in that situation?
By default and no windowed programs you can use: sys.exit() (dont
forget: import sys ) to quit the application.
