No, what John wants is a function like this:

rotationCenter = (myimage.center[0]+10,myimage.center[1]+20)
myimage = rotateImage(myimage,rotationCenter, 45)

So he wants to add some clear areas in the surface? Isn't it better to
keep a drawing offset together with the image? Or is this related to
clipping somehow?
