It's 1.7.1release, as it is on Linux. The Linux version is linked against libsdl-ttf2.0-0 version 2.0.9-1, which is linked against libfreetype6 version 2.3.5-1+b1. The Windows version was a precompiled one that I grabbed off of the pygame.org site; I don't know this information, but if you can tell me how to find out, I will do so.
