[pygame] Pygame 1.9.3 released

I've just released Pygame 1.9.3 on Pygame. This is a bugfix release which
fixes a couple of key issues which came up with 1.9.2. It also adds wheels
for Python 3.6 on Linux, Mac and Windows.
