That's exactly what it does. In other words it's a shortcut for:
glClearColor(color[0], color[1], color[2]).

You can do the same with ** and a dictionary, for example,

dic = {'a':1, 'b':2, 'c':3}
func(**dic)

is the same as

func(a=1, b=2, c=3)
