This is partly provided by the Development Roadmap on the wiki, but not to the level of detail that I'd consider a "specification for a release". My plan was to use the tracker as the mechanism for listing, discussing, and revising the exact set of features for 0.8. What do you think? - general checklist of steps to follow for each release? So far this has been informal, as I was assembling each release by myself. That process was certainly imperfect; for example, as you pointed out, the top-level directory was just called "pygr" instead of "pygr-0.7.1" as most people seem to expect.
