Those enrolled in universities can usually get Visual Studio for very
little, occasionally may be pre-installed in some computer labs.
That's the simplest and fastest way to get stuff done for windows.
Distutils is very good at taking care of business most of the time
nothing needs be changed in setup.py, same thing as for linux.
As it happens Visual Studio 2003 has been discontinued so you can't
buy it in store even if you wanted to. You could get one at ebay, for
about $50. That would be my recommendation. While some may scoff at
paying for a compiler, in the end it'll be a whole lot cheaper because
you can spend your time focusing on getting things done rather than
tracking down all kinds of puzzling behaviors, plus it is not actually
guaranteed that you can sort things out.
