Hi all,
buildbot has pointed out that under python2.3, starting from a fresh
checkout on an install that has Pyrex and setuptools,
python setup.py build_ext -i
seqfmt.c isn't created. See:

It is created if setuptools is NOT installed.
It is created under python2.4, when setuptools is present.
This suggests that it's a setuptools bug... not sure what to do about it
