Yes -  you may need to specify a little more about your operating
environment, such as what browser you're using (which you did mention
below, but not until the second message), if you are using any proxy
settings, etc.  Pertinent stuff.

The other thing is, don't use a browser, use a proper FTP client, and
one that can support passive mode (I seem to recall some of the Windows
FTP clients not supporting that mode, and that may be required through
some firewalls).  Certain, shall we say, popular browsers have always
had an appalling implementation of FTP, with such gems as
<http://support.microsoft.com/kb/309816> (uses Active mode in folder
view, despite passive being set).

If I had to hazard a guess, it's *possible* an upstream proxy get
wedged retrieving the distrib folder.

Depends on what the firewall is doing to the traffic - it may not be a
"binary" (either works or not) issue.  In any case, as it appears to
be working for quite a few other people (myself included) you may have
to look closer to home for a solution.
