For me it's the opposite, I find SVN simpler and less annoying than CVS. http://www.linux.ie/articles/subversion/ summarizes the advantages. Also, Google Code uses SVN, SourceForge switched from CVS to SVN, and tools like Trac are based on SVN. So I think nowadays people are simply more accustomed to work with SVN.
The other problem with the PyGreSQL CVS repository is that anonymous access isn't possible and I get a "cannot getwd in /usr/cvs/Public: Permission denied" error with many operations like simple diffs. If you can fix that, I can also live with CVS (but I still like SVN more ;-)
