I tested against the older Postgres versions, and they still work. You just can't use pg_escape_identifier, and when you want to compile against an old Postgres version, you must set escaping-funcs=0. So I have just checked in an improved version of setup.py that checks the Postgres version and does this automatically. Please have a look and if you think it's important enough, just push it as a new version.
