[pygtk] Announcing PyGTK2 Reference Manual

I'm rewriting the PyGTK2 Reference Manual to make it reflect the API. So 
far the gtk and gtk.gdk classes are fairly complete and the 
gobject.GObject class is described so I figured I'd publish it to get 
some feedback and, I hope, help some people who are using PyGTK2.
