Just to avoid confusion: I have made pygtk-1.99.17 available for python 2.3 (win32) on my site (referenced in the pygtk FAQ) http://www.pcpm.ucl.ac.be/~gustin/win32_ports/ two days ago. I'm of course not against somebody else providing a build for win32 but then I think we should discuss about a central repository for such an exe.
My port has libglade support included and threading is enabled. I think it would be an undesired side effect if I receive a message of somebody using your port who complains about the lack of libglade support, or if you get an email in your box asking why you enabled threading, especially with executables having the same name !!!
