Do you have to do this with pixmaps? I would be tempted to use
gdk-pixbuf to do the work, since you can also create pixbufs from xpms.
Then the scale() and scale_simple() functions will create new pixbufs
that are scaled appropriately.

One concern: I am not sure how good the performance will be in this
case.

Anyway, have a look at the gdk-pixbuf documentation for details.
