It was a PATH issue (solved offlist). I have made another attempt at
a win32 install quick guide in the FAQ, since the current versions
have more information than most users need..

The goal here was the barebones that should work for typical users. I
usually advise people not to use the default install PATH, which has
spaces in it, because it's difficult to set a path properly that has
spaces in it.
