I've set path to C:\GTK\bin and it's still looking for libintl-1.dll and not finding it. Hmm.

Try to upgrade to the latest GTK+ runtime (http://gladewin32.sourceforge.net/). The libintl DLL should be intl.dll instead of libintl-1.dll and is located in C:\GTK\bin.
