No. Version 3 in both licenses introduces new restrictions which
version 2 does not permit. The only way for the above scenarios
is when "or later" is invoked. In that case, effectively the version
2 is "upgraded" to version 3 in place :-) Then two pieces with v3
are legally combined into a single derivative work.
