Well, it does mean that the one-line program
print repr(u'\u2029'.encode('utf-8'))
fails to run in certain scenarios on a system other than the one it
was built on, or one very like it. I agree that it looks infeasible to
hook this early import of encodings, but I have posted a query on
c.l.py about it and can take it further on python-dev if need be.
