Yes, I suppose that would be a nice description. It can run on the
command line, but also has a GUI interface.

PerlApp is one of the main reasons why I still develop a lot using
Perl. Python combined with a similar GUI packager (built on
pyinstaller) would be great.

A good starting point might be gui2exe (http://code.google.com/p/gui2exe/), which is a combined front end to several exe builders, including PyInstaller.
