I propose switching to a more modern build systems for building the documentation.

Make is only looking on timestamps which leads to superfluous rebuilds when using Subversion or a DVCS. I was trapped by this just a few minutes ago: I checked in a change to the HTML version of the man pages by accident. The man-pages have not been changed, but the timestamp. This caused the rebuild with a newer version of docutils, which lead to a new version of the file.

Do avoid this, I propose using a more modern build systems for building the documentation.

I personally prefer (and use) Scon which was already used in PyInstaller in former times. But would not mind using waf if it does the job, too. When choosing Scons I could provide the build-script, though.

What do you think?
