Hello!

Using pyinstaller 2.1 --onefile on Python 2.7,
I got the WARNING: file already exists but should not: ...\include\pyconfig.h
described in
https://github.com/pyinstaller/pyinstaller/issues/783

I found out, that sysconfig.py ('Include') and distutils/syssconfig.py 
('include') disagree on the
name of the include directory (which is all-lowercase in my installation, by 
the way).

So the real reason is that Python's sysconfig.py references the path with wrong 
spelling.
