Modified time stamp of the manifest file is 6 seconds before the 
executable was created. I don't have any On access virus scanner. So 
as far as I can tell nothing has "changed".

The question is: "has changed" in regard to what? What is PyInstaller 
comparing the manifest file time stamp to?
