Apologies if this is a FAQ, but I've searched around and been unable to 
find a clear answer.  

With PEP 540, Python added a "-x utf8" option to the Python interpreter, 
and a PYTHONUTF8 environment variable shortcut to the same functionality.  
PEP 587 went a step further and added the PyPreConfig framework for 
configuring Python settings.  Is there a way to enable Python 3.7+'s "UTF8" 
mode (forcing UTF8 to be the default for all streams) on a frozen Windows 
Pyinstaller-generated executable?
