[PyKDE] ANNOUNCE: PyQt v0.11.1pre2

PyQt v0.11.1pre2 is in
http://www.river-bank.demon.co.uk/software/private.

pre1 only rid of the discard const problem for Qt v1.x, this should fix
it for Qt v2.x as well.

Again, it only affects those using gcc 2.95.2.
