I've got it working with 2.1.1 so there's hope.  Make sure that qt,
sip, and PyQt are all compiled with the same compiler.  Next, make
sure that sip and PyQt are using the same qt header files  -- I had
more trouble with that as I have both qt-1.44 as the default and 2.1.1 as
the version I was using.
