Removed all the /ReleaseLock/ options.
Added Py_BEGIN_ALLOW_THREADS, Py_END_ALLOW_THREADS, SIP_BLOCK_THREADS and
SIP_UNBLOCK_THREADS to all handwritten code.
Thread support is only enabled if it is also enabled in Python.
Added /CreatesThread/ and /NewThread/ to QThread.
