I believe this is left as an exercise for the reader (i.e., nobody
wrote it yet!).

You've got a big head start though; webhelpers.rails.* has the building
blocks, and api.rubyonrails.com has the recipes (you can view source
for all methods right in the API docs, rdoc is quite nice in its
output).

You might also look around the Turbogears and Django wikis and see if
anyone has done this yet; I know a while ago someone was using Ben's
work on webhelpers for Django -- maybe they added some helpers(?)
