My understanding is that Perl has all of these same problems, as well as 
Ruby.  (In Ruby they have the notion of frozen gems, which I think is a 
little like workingenv, but I'm not clear on the exact mechanics.)

At this point I think the Cheese Shop and easy_install have all the 
features of CPAN.  Less packages perhaps, but growing reasonably quickly.
