You should recommend writing their own. That's there they will end up 
anyway ;-) Pylons Cookbook contains more than enough information: 
http://wiki.pylonshq.com/display/pylonscookbook/Authentication+and+Authorization

Maybe something will fit your needs from existing solutions - all of 
them are working up to some degree.
