we tried following solutions and it worked

term_dict={}
try:
 while (termsref.next()):
  termval = TermsEnum.cast_(termsref)
  fg = termval.term().utf8ToString()
  freq =  termval.docFreq()
  term_dict[fg]=freq
except:
 print 'error in term_dict'
